President Trump announced on Thursday that a historic agreement had been reached for the complete disarmament of Hamas and all other armed groups in Gaza.

The announcement stated: “Today, the Board of Peace reached a HISTORIC agreement for the COMPLETE DISARMAMENT of Hamas and all other armed groups in Gaza. This is a monumental step toward lasting PEACE and SECURITY. This agreement is a critical step toward Gaza finally being governed by a new Palestinian government that will work closely with the Board of Peace to help the Palestinian people.”

Trump described the deal as part of his 20-Point Plan, which would be implemented in carefully structured phases. According to his statement, Israeli forces would withdraw after Hamas completed disarmament, and an International Stabilization Force would collaborate with a new Palestinian police force to ensure Gaza’s safety for residents and neighbors.

The U.S.-led Board of Peace has negotiated with Hamas over demilitarizing Gaza and transferring authority to the National Committee for the Administration of Gaza (NCAG). However, Hamas has resisted disarming while seeking to preserve military power and transfer civilian control to NCAG. Israel has expressed skepticism about Qatar and Turkey’s roles in negotiations, accusing both nations of supporting Hamas’s political influence.

A U.S. official confirmed that Israel remains skeptical Hamas will follow through on the agreement, emphasizing it is a conditions-based deal rather than a trust arrangement: “They’re very skeptical that Hamas will disarm. But again, they’re not really being asked to do much in the process.”

The agreement rests on one guiding principle: one government, one legal system, and one legitimate security authority in Gaza. Neither Israel nor Hamas had officially commented on Trump’s announcement as of Thursday evening. Reports indicate the 15-point document under discussion fails to adequately address Israeli demands for full demilitarization of Gaza.
