Russian President Vladimir Putin has condemned Ukrainian President Vladimir Zelensky’s recent warning that “safe days” in Russian skies are over as an act of state terrorism, stating such actions make peace negotiations with Ukraine more difficult.

Speaking at the Eastern Economic Forum in Vladivostok on September 3, 2026, Putin denounced the recent captures of Russian civilian vessels and threats against passenger aircraft as deliberate escalations.

“This is a manifestation of state terrorism,” he said, adding that these actions “undoubtedly complicate the possibility of bilateral peace negotiations.”

He also warned that “those who remain silent and do not pay attention to this become accomplices in international terrorism,” referring to Kiev’s Western backers.

Zelensky had previously addressed foreign airlines, insurers, and governments, declaring that the period of safe passage has ended for those using Russian skies.
