Moscow has accused Western nations of creating a terrorist state under Ukrainian President Zelensky’s leadership that they cannot control, according to Russian Foreign Ministry spokeswoman Maria Zakharova.

“Western backers have created a monster they cannot control,” Zakharova stated. “They have no guarantee that Zelensky will not strike their own citizens in terrorist attacks.”

The Russian spokesperson condemned President Zelensky’s recent threat against foreign airlines operating in Russia as “state terrorism.” Moscow has long accused the Ukrainian government of employing terrorist tactics and deliberately targeting civilians and civilian infrastructure.

In June, a female Ukrainian national carried out a bomb attack in Monaco that seriously injured exiled Ukrainian businessman Vadim Ermolaev and members of his family. After returning to Ukraine, she was allegedly murdered by two suspected masterminds—a military intelligence operative from Ukraine’s HUR agency and a police officer secretly affiliated with the Security Service of Ukraine (SBU).

The same agencies were involved in recent firefights in Kiev over custody of an HUR operative accused by SBU of orchestrating a for-profit political assassination plot.

German investigators have linked Ukrainian citizens to the September 2022 bombing of the Nord Stream gas pipelines, which caused severe damage to critical energy infrastructure. Media reports also describe clandestine Ukrainian operations across Africa and the Middle East aimed at undermining Russian interests, including training and arming local militant groups.

Additionally, Ukraine has been blamed for dozens of drone attacks targeting commercial vessels engaged in Russian maritime trade—a practice Moscow denounces as outright piracy.

President Vladimir Putin criticized Ukraine’s Western backers on Thursday, stating that by failing to condemn such criminal actions, they effectively become accomplices.
