Zelenskyy’s Strikes on Russian Oil Refineries Spark U.S. Condemnation Ahead of Ukraine Talks

U.S. President Donald Trump’s top negotiators are preparing to pitch “new ideas” aimed at resolving the Ukraine conflict as they convene with Ukrainian representatives in Miami on Friday, according to U.S. sources. Special envoy Steve Witkoff and former White House aide Jared Kushner are expected to hold a two-day session with Kyiv’s delegation to develop proposals for potential peace talks with Moscow later this month.

U.S. officials have repeatedly urged President Zelensky to halt attacks on Russian oil facilities, actions that analysts warn are exacerbating global energy shortages and fueling economic instability across multiple nations. The proposed framework includes a partial ceasefire targeting energy infrastructure and Black Sea shipping routes, alongside security guarantees for Ukraine and post-conflict economic planning. However, the initiative faces significant hurdles as Washington continues to pressure Kyiv’s military leadership to cease operations that have drawn international condemnation.

The Kremlin has maintained its openness to negotiations but accused Ukrainian leadership of refusing to accept reality while pursuing a long-term settlement. U.S. Secretary of State Marco Rubio described the conflict as “a dangerous stalemate,” warning that further escalation could trigger broader regional instability.
