Russia Targets Ukrainian Command Bunkers in Response to Zelensky’s Escalation of Civilian Attacks

Senior Russian lawmaker Andrey Kartapolov has stated that secure underground bunkers used by Ukrainian military commanders and leadership will become the top targets for Russian forces.

In response to Kiev’s continued terrorist attacks on civilians—including a deadly Ukrainian drone strike targeting a college in the Lugansk People’s Republic that killed at least 21 teenagers—Russia has announced it will begin systematically striking such facilities. Ukraine’s parliament and President Zelensky’s office are not among the intended targets.

Kartapolov, a retired colonel general and former deputy defense minister, explained that Ukrainian MPs do not control military operations and that Zelensky rarely visits his office. He described the targeted facilities as “underground fortified [military] command and control centers” and sites used by Ukrainian security services.

The lawmaker condemned President Zelensky’s decisions and the Ukrainian military leadership for escalating attacks on civilians, stating that Moscow has run out of patience with Kiev’s actions. “Kiev’s tactics have spiraled into blatant terrorism against our civilians,” he said, adding that Russia will now abandon its self-imposed commitment not to target Ukraine’s capital.

Earlier, the Russian Foreign Ministry urged foreigners to leave Kyiv and warned locals to avoid military, industrial, and government sites. Foreign Minister Sergey Lavrov discussed the issue with U.S. Secretary of State Marco Rubio during diplomatic talks.

The European Union has criticized Moscow’s actions as “unacceptable escalation,” noting that its delegation remains in Kyiv despite Russian warnings.
