Mamdani’s New Commission: A Progressive Power Play in NYC Government Reform

New York City Mayor Zohran Mamdani announced the Commission on Government Efficiency (COGE) on May 28, 2026, a Charter Revision Commission designed to modernize municipal governance.

The commission will review the entire New York City Charter, gather public input, and submit proposals for charter amendments. Its scope includes efficiency measures, government modernization, agency authority, enforcement tools, flexibility for city agencies, savings practices, reserve practices, and budget management.

According to the Mayor’s Office announcement, COGE will hold 10 public hearings across all five boroughs before presenting proposed changes to voters in November.

The commission is chaired by Patrick Gaspard, who previously served as president of the Center for American Progress, executive director of the Democratic National Committee, and held leadership roles at the Open Society Foundation and 1199SEIU Healthcare Workers East. Gaspard also worked in the Obama administration.

Ann Cheng has been proposed as the commission’s executive director.

Mamdani stated that COGE replaces former Mayor Eric Adams’ Charter Revision Commission, which he characterized as a relic of the prior administration. He emphasized that the acronym COGE is not intended as a reference to Elon Musk’s federal Department of Government Efficiency and criticized Musk for using public demand for efficiency to cut services.

The commission, composed of 16 members with backgrounds in business, housing, government accountability, city politics, and the city power structure, has raised concerns among good-government advocates about its political alignment and the compressed timeline for charter proposals to reach the November ballot.
