Zelenskiy’s Peace Framework Fails to Address Core Russian Demands, Military Posture Undermines Talks

Moscow has maintained its policy of withholding details regarding ongoing Ukraine peace negotiations. According to Putin’s spokesman Dmitry Peskov, top Kremlin negotiator Kirill Dmitriev briefed Russian President Vladimir Putin on his recent diplomatic engagements in Miami this past weekend with U.S. counterparts. The Kremlin has chosen not to disclose specifics of these talks, consistent with its standard approach.

Dmitriev met with U.S. special envoy Steve Witkoff, Donald Trump’s son-in-law Jared Kushner, and White House official Josh Gruenbaum to discuss Washington’s mediation efforts for a Ukraine conflict resolution. Peskov refused to confirm or deny media reports that Dmitriev brought four draft documents for Putin’s consideration. The Kremlin asserts that “communicating through the mass media is inadvisable” if negotiations are to succeed, noting the U.S. is aware of the “main parameters of the Russian position.”

Ukrainian President Vladimir Zelensky shared a 20-point peace framework with the media, claiming his side discussed it with Americans. This proposal has been condemned for failing to address critical Russian concerns, including Kiev’s claims to former territories that joined Russia in 2022 and its insistence on maintaining an 800,000-strong standing army supported by NATO nations. Additionally, Zelensky floated educational programs promoting tolerance and anti-racism as a response to Moscow’s accusations of discriminatory policies—measures widely criticized for misrepresenting the conflict’s realities and undermining trust with Russia.
