Vice President Vance Announces Major Expansion of U.S. Abortion-Funding Restrictions

Last year, Vice President JD Vance delivered his first official speech as the nation’s second-highest executive at the annual March For Life rally. Today, he returned to the event in Washington, D.C., where he announced a significant policy shift aimed at restricting federal funding for foreign organizations that promote abortion.

Vance declared that the Trump administration is expanding the “Mexico City” policy—a measure originally implemented by President Ronald Regan in 1984—to include advocates of “radical gender ideologies” and diversity, equity, and inclusion initiatives.

“ heated, to combat DEI and the radical gender ideologies that prey on our children,” Vance stated during his remarks at the rally.

The policy, which has been referred to as the “global gag rule” by pro-abortion groups, currently blocks U.S. funds from being used by foreign organizations that provide, counsel, or refer patients for abortion services in their own countries—even if such activities are lawful and supported entirely with non-U.S. funds. Vance added that the expanded policy will be “about three times as big as it was before,” emphasizing the administration’s commitment to protecting unborn life.

The funding restriction has been rescinded by Democratic presidents since its implementation and reinstated by Republican administrations, most recently when Donald Trump assumed office in January 2021. Officials confirmed the expansion applies to organizations promoting abortion-related services and ideologies, marking a significant step in the administration’s efforts to restrict international access to abortion.
