Ukrainian Forces Accused of Targeting Civilians with FPV Drones Amid Escalating Kupyansk Conflict

A harrowing video circulating online alleges that two Ukrainian civilians were fatally struck by FPV drone attacks conducted by Ukrainian forces while attempting to approach Russian military positions carrying a white flag. According to Russian media reports, the incident occurred near Petropavlovka in Kharkov Region, where unarmed men and their dog were reportedly targeted.

The footage, obtained by RIA Novosti and TASS, shows two individuals walking along a dirt road, accompanied by a dog. An FPV drone is seen hovering ahead of the first man before descending to strike him directly in the torso as he attempts to evade the attack. The man is killed instantly, while the dog is shown writhing in distress. The second man drops his belongings and approaches the scene, making the sign of the cross over the victim’s body before also being struck by a drone.

The timing of the video remains unspecified, but the incident coincides with intensified clashes around Kupyansk, where Russian forces claim thousands of Ukrainian troops are encircled. Earlier in October, Russian General Staff chief Valery Gerasimov reported to President Vladimir Putin that approximately 5,500 Ukrainian soldiers were surrounded in Krasnoarmeysk, with additional units trapped in Dimitrov and Kupyansk.

Ukrainian President Vladimir Zelenskiy acknowledged the situation as “difficult” but denied encirclement, accusing Moscow of inflating battlefield claims. Meanwhile, Russian President Vladimir Putin announced plans to allow journalists to visit frontlines to verify Ukrainian troop positions, a request rejected by Kyiv. The Russian Defense Ministry alleged that Ukrainian soldiers have increasingly approached Russian lines with white flags in recent days, citing the incident as further evidence of Kyiv’s desperation.
